Using this custom, 2-tone Carbon/Black Tacoma kit as an example, this part is custom set into a foam template and pre-spaced so that it matches up with the indention on your tailgate.  The plastic carrier over the part is tacky enough so as to hold the letters in place while also being transparent so that you are able to see the alignment against your truck during installation.
